Special Education
S.E.A. Charter High School works with the Los Angeles Office of Education, local school districts, and special education local plan areas to provide appropriate education for students with exceptional needs. The S.E.A. staff works with parents, students, and teaching staff to meet the requirements mandated within each student’s Individual Education Plan (IEP). Each school site has an active Student Planning Team (SPT), which meets regularly to identify strengths and areas of need for each of the students who have been referred and recommend appropriate modifications and accommodations within the classroom.
During the 2004 - 2005 school year, the S.E.A. Special Education Program has increased 301% from last year. S.E.A. Special Education Program now services 287 students, as appose to 90 students in the previous year. Instruction and services are provided to students through the Resource Specialist Program (RSP) model, and Designated Instruction and Services when identified by individual needs. Both direct and/or consultative services are offered at all eighteen S.E.A. campuses.
The Los Angeles County Office of Education, as reported in its year-end auditing report, found the S.E.A. Charter High School Special Education Department to be in 100% compliance with regards to California Education Codes and general provisions regarding annual and triennial assessment, transition language, and Mental Health eligibility timelines. S.E.A was the only program in the LACOE SELPA Non-Compliance IEP Report to be in full compliance.
English Learners
English Learners (EL’s) who attend S.E.A. Charter High School receive extensive support and instruction specifically designed to meet their educational needs. S.E.A. EL program follows LACOE Master Plan for English Learners and complies with all federal, state, and judicial mandates for EL students. Students are assessed yearly using the California English Language Development Test (CELDT). The CELDT is a criterion-referenced test based upon the California EL Standards. The CEDLT assesses student’s level of English proficiency (Beginning, Early Intermediate, Intermediate, Early Advanced, and Advanced) in the following domains: Listening and Speaking, Reading, and Writing. The CEDLT results are used for ELD class placement.
EL students are immersed in English, and provided with additional instructional support to facilitate their process of language acquisition. Each EL student receives the LACOE English Language Development (ELD) instructional program, and teachers utilize Specially Designed Academic Instruction in English (SDAIE) strategies to further support student progress and achievement. During the 2004 - 2005 school year, 688 S.E.A. students were given the CELDT. 68% scored at the Advanced or Early Advanced level, 30% at the Intermediate or Early Intermediate level, and only 2% at the Beginning level.
